Upon arrival, they found the dog in a dire state—frightened, neglected, and desperately clinging to life. The poor dog was found with a heavy cable tightly wrapped around its neck, a crude tether that spoke of long-term neglect. Adding to its suffering, a large, unsightly tumor weighed down its fragile body.
